Establishment-II: The service matters pertaining to Faculty and Group-A officers are being dealt with py P-I section and P-II section is looking after the service matters of Non-Teaching Staff and Group-B cadre.  For better coordination of the two inter-related activities, it is decided to merge P-I & P-II into a single unit and it would now be named as Establishment-II.  It would look after all service matters of Group-A Officers as well as Non-Teaching Staff. 

The section would also look after matter pertaining to APARs, MACPs, Act & Statutes and Ordinances.

Recruitment Cell: As the University is not having dedicated Recruitment Cell to address the issues pertaining to recruitment of both teaching, non-teaching, contract, outsourcing etc.  it is essential to have a separate section for recruitment in the University.  The section would now be named as Recruitment Cell, which would take care of recruitment of both teaching, non-teaching, contract, outsourcing, etc. and all the relevant confidential records.

The section would also look after matter pertaining to CAS of faculty (including HAG Scales), Legal and Security.

Hindi Cell 

The Hindi Cell will look after implementation of the Official Language Policy, Official Languages Act, Rules and other relevant orders issued by the Department of Official Languages, MHRD and UGC in the University. The Cell conducts Hindi workshops for Officers and Staff of the University to train them in Hindi noting and drafting. The cell organizes celebration of Hindi Day/Fortnight and conducts various competitions during the fortnight. The cell also does the translation from English to Hindi and vice-versa from time to time, especially the Annual Report, Annual Accounts and the News Letter of the University. It conducts Official Language Implementation Committee (OLIC) Meetings for implementing the different incentive schemes to promote use of Hindi in official work.

Office of the Controller of Examination

All the matters pertaining to items of Academic and Examinations. Conduct of STAC meetings and AC meetings, Conduct of the meetings of Central disciplinary-cum-Grievance Committee for Students, conduct of Dean's Committees, Committee constituted by the Vice-Chancellor for preparing a Draft Academic calendar, conduct of University Convocation, Processing of Project Reports of M.Phil., M.Tech and Ph.D Students, Furnishing of information to UGC / MHRD, Issuance of official transcripts to the Students, collecting information required, printing of prospectus and submission of forms every year for admission to all programmes and bringing out year book concerning students.

Office of the Finance Officer

It functions mainly under two sectors viz., Bills and Accounts. The processing and Maintenance of Accounts are maintained in four parts viz., 1. Part-I - Maintenance (Non-Plan Account); 2. Part-II - Development (Plan Account); 3. Part-III - Earmarked Specific Funds (Projects Account); 4. Part-IV - Debts, Deposits and Advances.

All the proposals are processed and claims settled under the above categories after due verification under relevant Finance and Account norms.

Accounts-I Section: The payments made through vouchers and adjustment bills are accounted under the relevant heads and subjects in different main classifications i.e., Maintenance, Development, Earmarked and Debts, Deposits and Advances. Accounts are compiled and Income and Expenditure, Balance Sheets are prepared annually and submitted to the A.G. Audit. The Audited Annual Accounts together with Audit Report and replies of the University thereon are placed before the Finance Committee, Executive Council and Court of the University for their approval. The accounts as approved by the Court are forwarded to the MHRD for placing the same on the tables of both the Houses of Parliament. Revised Estimates for the current financial year and Budget Estimates for the next accounting year are prepared based on the previous expenditure and future commitment of anticipated expenditure. The proposals are placed before the Finance Committee, Executive Council and the same is placed before the University Court for its approval.
